Iowa starts the two years on the first day you lose your license
Iowa does not wait for reinstatement to start counting. The Iowa DOT proof of insurance page says proof of financial responsibility is required from the first day of your suspension or revocation. It stays required for two years.
The form has a long official name: the AAMVA Uniform Financial Responsibility Form. Iowa calls it the SR-22, and only an Iowa-authorized insurance company can file it with the DOT. Fail to show that proof, or let it drop, and Iowa suspends your license and your registrations together.
Your Iowa SR-22 covers the vehicles it names, nothing more
Read this rule twice. The DOT says you can only drive and register vehicles listed on your SR-22, motorcycles included. A motorcycle sits on a separate policy of its own.
The listing rule holds even while you cannot get a license. If you are not eligible for one, every vehicle registered in your name still has to appear on the form.
The policy behind the form has to meet the state floor. The Iowa Insurance Division lists $20,000 for injury or death of one person and $40,000 for two or more. Property damage to others needs $15,000 per accident.

After an OWI, the $200 civil penalty comes before the $20 fee
Iowa takes away your driving privileges after an OWI offense even if no court convicts you, per the DOT OWI page. Once the revocation ends, the SR-22 is one item on a longer list:
- Pay a $200 civil penalty.
- Finish an approved drinking driver course.
- Complete an approved substance use disorder evaluation and the treatment it leads to.
- Show SR-22 proof, held for 2 years from the first day of the revocation.
- Show ignition interlock installation on the vehicles you drive, if that applies to you.
- Pay a $20 reinstatement fee and the license fee.
Out of driving privileges for more than one year? You retake the knowledge exam and the drive test. Drivers under 21 with a "zero tolerance" revocation, at .02 but under .08, skip the SR-22 step.
A crash with more than $1,500 in damage and no proof of coverage
Report any crash with injury, death or over $1,500 in damage to the DOT no later than 72 hours after it happens. A report filed by the investigating officer replaces your own. The accident suspension page then sets the test. Cause injury, or over $1,500 in property damage, to the other party and you must show proof of insurance.
No proof means a suspension. The vehicle owner answers too, even when someone else drove, and can lose registration privileges. A DOT notice lets you answer with proof you were insured or the security deposit it lists. A signed release or an agreement to pay also works. After that, a DMV appointment costs a $20 reinstatement fee and a $10 duplicate license fee.
Proof that does not come from your own car policy
The DOT accepts other kinds of proof. You can file a surety bond, cash or securities worth $55,000 with a surety company and show the DOT proof. A fleet employer's carrier can complete an SR-23 in the company's name. That covers you in the employer's vehicles only.
A self-insured owner with a DOT certificate can send a letter letting you drive its vehicles. A temporary restricted license, Iowa's work permit, still needs the SR-22 filed first. If no company will write you, the Insurance Division names the Iowa Automobile Insurance Plan for drivers shut out of the voluntary market.
